Invest Bangladesh and China Railway Construction Corporation
Nov 5, 2026
Invest Bangladesh and China Railway Construction Corporation (CRCC) signed a memorandum of understanding in Mongla today to establish a framework for investment cooperation.
Prime Minister Tarique Rahman witnessed the signing at the ceremony that took place in Mongla at 10:00am Thursday, alongside Invest Bangladesh Chairman Ashik Chowdhury and CRCC Chairman Dai Hegen.
Saleh Ahmed, Member of Invest Bangladesh’s Industrial Zone Division, signed on behalf of Invest Bangladesh. Li Chongyang, Chairman of China Civil Engineering Construction Corporation (CCECC), signed on behalf of CRCC.
The MoU provides a framework for CRCC and its subsidiaries to explore investment in transport and logistics, renewable power, waste-to-energy, rail equipment assembly, vocational training and potential investment in state-owned enterprises in chemicals, sugar and food, and steel and engineering, with Invest Bangladesh facilitating coordination with relevant agencies. It is non-binding and grants no preferential rights.
The Bangladeshi and Chinese delegations exchanged views on investment cooperation. The Bangladeshi delegation included Shipping Minister Shaikh Rabiul Alam, State Minister for Shipping Md Razib Ahsan, Invest Bangladesh Chairman Ashik Chowdhury, Mongla Port Authority Chairman Rear Admiral Arif Ahmed Mostafa, and senior Invest Bangladesh officials. CRCC Chairman Dai Hegen led the Chinese delegation, which included representatives of CRCC and its subsidiaries.
The signing ceremony took place before the Prime Minister laid the foundation stone for two new container jetties at Mongla Port. China Civil Engineering Construction Corporation (CCECC), a subsidiary of CRCC, is the contractor for the port expansion project, which includes construction of both jetties.
CRCC is a Chinese state-owned engineering and construction group and a Fortune Global 500 company, ranked 57th by revenue in 2026. The MoU follows a meeting between the Prime Minister and the CRCC Chairman at the World Economic Forum’s Summer Davos in 2026.
It aims to deepen investment cooperation by identifying projects that can strengthen local manufacturing, connect Bangladeshi suppliers to regional supply chains and create jobs, in support of the government’s targets of creating 10 million jobs by 2030 and building a trillion-dollar economy by 2034.
Ahead of the signing, the event's guests visited the 110-acre site designated for the China–Bangladesh Mongla Economic Zone. An MoU for the zone was signed in Beijing on 25 June 2026.
