Invest Bangladesh has prepared a draft policy to bring distressed, non-operational or closed state-owned industrial and commercial enterprises—and their unused land and facilities—back into productive economic use. The initiative seeks to increase industrial production, attract new investment and create employment opportunities. Relevant stakeholders are invited to comment on the proposed framework for transferring these assets, shares and ownership interests, or undertaking strategic divestiture through transparent and competitive processes. The deadline for submissions is 17 September 2026.
2. Invest Bangladesh has exercised the authority conferred under Section 48 of the Invest Bangladesh Act, 2026 (Act No. 104 of 2026) to prepare the draft “Policy on the Transfer of State-Owned Industrial or Commercial Enterprises or Their Unused Land or Facilities, Transfer of Shares and Ownership Interests, or Strategic Divestiture” (copy attached). The proposed policy sets out an integrated framework for the proper due diligence and valuation of the relevant enterprises and assets; determination of appropriate transaction structures; attraction of domestic and foreign investors; selection of investors through a transparent and competitive process; protection of the public interest and the fair economic value of state assets; and post-transaction implementation and monitoring.
3. As part of the drafting process, a consultation was held on 12 July 2026 with relevant stakeholders from the public and private sectors. Subsequently, on 18 August 2026, the Ministry of Industries invited comments from the relevant stakeholders. The comments received have been reviewed, and those considered relevant and reasonable have been incorporated into the draft policy to the extent possible.
4. To make the policy more effective, practical, transparent and investment-friendly, comments are now invited from relevant ministries and divisions; government departments and agencies; state-owned enterprises; business and industry associations; domestic and foreign investors; financial institutions; professionals; experts; and other relevant stakeholders.
5. Stakeholders are therefore requested to review the attached draft policy and submit any comments, observations or recommendations using the prescribed template (copy attached). Submissions must be prepared in Bangla using the Nikosh font and sent both as a scanned copy of the signed comments and as an editable Word file by 17 September 2026 to the email address below:
